Prescripts

Several national, provincial and local prescripts impact the management of Freight in the Western Cape. Some of these are provided below.

National

Infrastructure development is critical to attaining South Africa’s long-term economic and social goals. The goal of the National Infrastructure Policy (NIP) 2050 is to create a foundation for achieving NDP’s vision for inclusive growth. The NIP 2050 is organised into six main sections. The first section offers insight into the four mission-critical infrastructure areas, namely energy, freight transport, water and digital communications.

The vision of the NFLS is to provide safe, reliable, effective, efficient and fully integrated transport systems and operations as well as infrastructure, which will best meet the needs of freight and passenger customers. 

The NSDF seeks to make bold and decisive contribution to bringing about the peaceful, prosperous and truly transformed South Africa. It recognises challenges involved in bringing about the necessary changes in planning, budgeting and implementation in and between the three spheres of government, it is also very clear as to their importance in contributing to the joint crafting of our desired and shared future. 

The White paper on National Transport Policy 2021 encompasses planning including integrated land use/transport and multi-modal planning as well as transport operations. 

Transnet Freight Rail has developed and is in the process of implementing its Transnet Freight Rail Strategy which is part of its greater “Market Demand Strategy” (MDS). The key element of this strategy is to shift traffic from road to rail. 

Provincial

The purpose of the RAMP is to plan investment into the monitoring, maintenance, preservation and construction of provincial road assets

The WCIF is intended to align planning, delivery and management of infrastructure, provided by all stakeholders (national, provincial, and local government, as well as parastatals and the private sector) to the strategic agenda and vision for the province. 

Municipal

Various National prescriptions made a clear case for the need for local and regional freight strategies. Amongst several needs, the COCT Freight Strategy is driven by the need to preserve the use of existing infrastructure, the need to cater for future growth and to provide a safe, efficient and reliable system.
